Why Hire a Contractor?
Important questions to ask your Contractor (builder).

1.  Do you need a permit to do the work?  In Monroe County, some small jobs may not need one, however, err in the safe side, apply and pay for the permit.  The Contractor can do this for you as well but usually charges a fee for the service. If you ever choose to sell your property, you'll have the work documented and a buyer with a peaceful mind.

2.  Are you licensed?  One must be properly licensed in Monroe County to conduct business within their scope of employment.  Any legitimate contractor will have this information and will freely provide you with where to find them through the (DBPR) the Department of Business and Professional Regulations, the Monroe County Building Department, City, or State of Florida.  It is searchable through the State of Florida.  You may also want to see a copy of their business occupational license (it's mandatory to have one in Monroe County).   Ex.  you may not hire a (painter) as a specialty licensed individual to do a roof job.    

3.  Do you have insurance?  Things can go wrong on a jobsite.  It is a requirement in Monroe County for the workers to be properly insured with Worker's Compensation and Liability Insurance.  Protect your asset.  It's your property.  Ask to see a copy of their policy or confirm it with the Building Department.  If the contractor gets your job, they would be glad to send you a copy of their certificate of insurance either faxed or emailed to you THROUGH their insurance agent or leasing company.  This way it is an authentic document that should not be tampered.  If the Contractor's name and/or business is not on the certificate, ask why.  They may not be a Florida licensed & insured contractor for Monroe County OR they could be working for another contractor under another license or NOT A LEGITIMATE BUSINESS, therefore sacrificing your security. 

4.  What can I expect?  After discussing plans with your Contractor he/she will write an estimate or proposal.  You have the opportunity to discuss what it includes AND what it does not.   Be clear on your expectations or what you should expect.  Both parties should sign the agreement or arrangement.  Smaller jobs may not need a detailed contract such as general backhoe or bobcat work.  This may be done on an hourly rate or per job cost but should be disclosed prior to starting the job. 

5.  Money.  The old rule...don't pay cash up front for large jobs!  Most contractors will work a schedule unless it's a small job.   For larger or more costly jobs, a Florida LIcensed Contractor will provide a fee, payment or draw schedule and don't forget to disclose if you are financing so that the contractor can work a payment schedule with your bank.  Depending on the size of the job and the amount of money laid out, most contractors will work some sort of payment schedule.  Remember, however, the contractor doesn't know you as you may not know them.  One that has been in business a long time in the Florida Keys may ask for a larger down payment up front unless you can provide "proof of funds" before starting a job.  A state contractor's certification and business are easily found through the state or monroe county building department.  We have more stringent rules and regulations than most counties and states.     

6. Guarantee.  You want a guarantee.  If something needs adjusting after the work is done, a licensed contractor will typically guarantee the work for a period of time.
